Immigration and refugee protection Act
The immigration and refugee protection act dates from 2002. it is the most recent of many laws Canada has had about immigration since it became a country in 1867.
The establishes categories of who can come to Canada from other countries to make permanent homes here.
It lays out the objects of those categories.
Types of immigrants
Family Class: immigrants who come to Canada to be with family
Refugee class: immigrants who come to Canada for freedom.
Independent Class: this class is evaluated according to the points system, witch assigns values to attributes to each person based on personal qualities like education and language ability

The points system for accepting immigrants in Canada
The system is based on 6 factors: Education, English/French skills, Work Experience, Age, Arranged employment in Canada and Adaptability.
If your score is 67 points or higher, you may qualify to immigrate to Canada as a federal skilled worker.
If your score is lower than the pass mark of 67 points, you will not qualify to immigrate to Canada as a federal skilled worker. It is better not to apply at this time.
Principal applicant
If you are married or you live with a common-law partner, either you or your spouse can apply as the principal (main) applicant.
Look at each selection factor and see which one of you is most likely to meet the eligibility requirements and earn the most points. That person should apply as the principal applicant. The other person would apply as a dependant.
If your score is lower than the pass mark of 67 points, you will not qualify to immigrate to Canada as a federal skilled worker. It is better not to apply at this time.
